In all fairness, The U.S. President who abandoned the Iraqis who rose against Saddam Hussein is George H.W. Bush. After the Gulf War in 1991, he encouraged Iraqis to rise against Saddam Hussein but then did not provide the expected support, leading to the suppression of uprisings by Saddam's forces. So... it is more an American behavior, than that of a certain party.
